I didn't stay at HRBC, but I walked past it several times at night & did not see anything which would worry you or your children. It is a bit upmarket compared to some of the nightspots in Kuta, hence it is not as rowdy.

As for a very good & cheap resturant within walking distance, don't miss the Bali Bagia on Bakungsari St (just off Kuta Square - about a 10min walk from HRBC) the food there is just excelent & as anywhere in Bali the service is wonderful.
If you go there between 5pm & 8pm they have softdrinks for Rp1,200, small beers for Rp2,900 & larfe beers for Rp4,900.
When I was there just over a week ago, they had a Seafood special:
Grilled baby lobster, a whole snapper, prawn cutlet, steamed crab, srimp satay, deep fried calamari, french fries, fried vegatables & garlic bread for only Rp45,000 - as I was on my own, I thought that was too much food, so I just ordered from the menue - 3 course meal with drinks was about Rp30,000.
They also offer free transport to/from your hotel (Kuta/Legian area), so just phone them on 751357 or 752757 if it is too far to walk.
