I've lived in Bali on and off for five years. Although from the tourist perspective it is okay to go topless in Bali, the local people do not think highly of this practice. You can go ahead ad do it, but if you truly do not wish to offend the locals, then leave your top on. In Bali, there is what is locally known as, the "beach boys". They are local boys who are for lack of a better word giggilos. They are only too happy to get cheap thrills looking at the topless tourists. So, it's up to you on how you wish to deal with this. In any event, enjoy Bali, it's hard not to.
