I suggest you book in advance. In September its still high season in Bali, and you on't get anyy very special deals as a walk-in. And its not fun to walk from hotel to hotel in the heat of the afternoon to ask for cheap rates.
Re the location: if you are single and look for a quiet place, stay somewhere north of Kuta/Legian where the beach is great but not crowded, and you have easy 5-minute access to the best entertainment places of Seminyak. The best of two worlds. There are some small villas which are just perfect -- at least for me.
