We have been to both - my husband prefers Koh Samui to Bali and I prefer Bali to Koh Samui. This doesn't help you a bit, does it? I think Koh Samui is way quieter, able to ride a motor bike around without any worries, traffic is way less. I believe the shopping is better in Bali and it is slightly cheaper to stay in Bali than Thailand. Koh Samui is not as "frantic" as Bali (that's if you stay in the touristy areas near beach).
