Ace hardware has them, also Carrefore just be careful if they have a hook as you may have trouble taking them onboard with you.
We have scales that have a seatbelty type of fastener as we usually pack and close our bags and weigh them and then just put the scales into carry on.
A hook might see them confiscated.
Also make sure they go high enough in weight, some of the fishing ones only go to 15 or 20kgs which isn't really good !
