It's all going to depend on who else is staying at the hotel at the same time as you. There's no way to predict if they'll be sociable or looking to mingle with strangers.
I've traveled solo quite a few times. I've stayed at the same hotels a few times. Sometimes they've been great for finding others to hang with, other times not so much.
I did notice a new hostel on Jl Patih Jelantik in Legian this past trip. Somewhere like that might be worth a look? I found hostels were a good place to meet people when I was in the USA a few years back, but never tried one in Bali.
