I guess that mozzies are not so prevalent in padis due to the eels, ducks etc. that feed in the water keeping larvae populations down.
A couple of weeks ago I did have a few problems with tiny black flies which looked a little like fleas but flew. An ex-pat said they are the same as he was used to in Darwin and it was "gnat" season. I generally was bitten at night, maybe three or four times. Itchy little critters!
