Insurance Medical cover for motorcycle??

Hello, not sure if anyone can help but off to bali for our 7th trip in june, staying a bit further down than usual in legian (usually stay in tuban) and hubby wants to get a bike with a board rack so he can get to his fav surf spots that are up where we usually stay. Anyway I have no problem with him doing that as he as been riding for over 15 years and spent his last 7 years running track days around australia for a motorcycle company, so he can ride well. Anyway in the unfortunate circumstance he needs medical cover due to a motorbike accident over there does the travel insurance cover it? I rang our travel insurance company today and they said yes as long as he has a motorcycle licence valid in that country he is travelling. We will be gettting him a international drivers licence which will be endorsed with motorcycle as he has motorcycle licence in australia. Is this all he legally needs to ride a motorcycle in bali and does anyone know if this constitutes a valid motorcycle licence while he is in bali?? Insurance company said he would be covered for medical while riding a bike but not for liability to other people or property.
Any advice would be appreciated. Thanks
P.S - tried searching to see what is legally required to ride a bike in bali, but results were varied and vague.
Also anyone know of a good place for him to hire one near the jayakarta in bali?
