The customs guy will take you into his little office and make up a number. If he thinks you are "green" the number will be higher than normal. Your job is then to convince him that you have very little money. This is done by taking the $20 note out of your top pocket and explaining that this is all the money you have.
He must then decide if he should keep arguing with you to get more money or maybe let you go and grab someone else who will pay him a better dividend.
It is not a good idea to pack the 4 bottles together in the one bag. By packing two small bags with a bottle in each and having the other two bottles in your carry on luggage you MAY have no trouble.
