By your reference to four flights of stairs, I assumed you were in stage 2, which is four storeys.
You were in fact in stage 1, which is three storeys, and there is indeed no lift.
We once owned what is now 314, and again, never experienced any party noise from outside, or even had the impression that we were that close to any place that posed that threat (Secret Garden is the closest I would have thought?!).
However, excessive noise from inconsiderates is always a possibility wherever you stay in Bali if your luck is out.
It does not enhance the whole staying experience when this happens, but at the end of the day poor service, or even the perception of poor service is not acceptable regardless of the circumstances.
