Even if you don't have all the paperwork, you can still apply for the spouse visa. We applied and didn't have the police check in hand, but sent that afterwards.
Be aware that if you ask Immigration to remove the "no further stay" and tell them you are wanting to apply for a PR visa, then you won't get the tourist visa.
If you apply for a spouse visa, you will get one more tourist visa of up to 3 months. If the spouse visa is granted, then your husband will need to leave Australia to have the visa placed into his passport and fly back in on that visa.
If you are contacting the immigration department, be vague in your own details - perhaps ask a generic question, ie, can someone apply for another visa in Australia if they arrive on a tourist visa.
The Department of immigration website has this:
If you hold any other visa - 2105 Australian Dollars ($2105 AUD)
If you can't get an answer from immigration (they are experts at not giving a firm response), then just go on the tourist visa and try here. I think they believe the extra cost is a deterrent to people applying.
If your husband enters Australia on a tourist visa with the paperwork to support a PR application, he can be refused entry, so be careful with that as well.
My advice would be to apply for the spouse visa in Indonesia, have the 3 months in Oz when convenient, and wait for the PR to be granted. Highly likely as there are children involved.
