This seems to be regulated, and only involves dark blue taxis that must hold a contract for this service.
Prices are fixed, although tips are appreciated.
The 30K an hour touch seems a bit harsh to me, given the running costs of the vehicle.
Maybe OK if just pottering around Kuta/legian between shops, and much time spent waiting, but good luck if you think you are going to give someone $3.60 an hour to drive you to Candidasa and back!!
