There are padlocks now special made for travelling into the usa.
These locks have a codenumber printed on them, so customs can open them with a special tool. But if they open it this way a marker on the lock will turn red and can only be reset to green by using the original key (or keycode in case of a number lock). These locks are called TSA locks and are widely availaby in europe now.
