For the money I believe the Jayakarta is a better choice, the Kartika has a grand huge lobby, but the rooms are small unless you pay for the better beachfront suites.
I won't say YUK about either of them, they are certainly not YUK, but it comes down to what you wish to spend and what you expect to get for your money.
