I guess it in the eye of the beholder! Can't remember cafes i've eaten at in JB. Some OK. None great. But the ambience is great - eating on the beach front with the tide running across your feet is definitely an experience. Prices can be high plus as they charge by weight fiddles do occur(take a known weight eg water bottle and check scales). All cook on coconut husks so nothing subtle but a great experience.
Second time today i recommend Goshas on Kuta legian border. Great food, well cooked. Also several places in sanur (someone suggest) candidasa, Lovina...better food than JB but not always the better experience.
