Regarding taxi's: Get a 'Bluebird Taxi' these are the blue taxis and they have metres. I would certainly get a taxi from Tuban to Legian and the fares are very reasonable, to Legian it's probably about $3 - $4. You won't have any problems getting a taxi in these area's.
Regarding your sarong, for alterations or tailor made clothing I would suggest 'Bali Brumby' in Tuban, it is located in the lane near the slingshot which is across the road from Kartika Plaza and to your left.
